Formulation and Implementation of a National Strategy for Municipality Services to Rural Areas

The enhancement of rural areas has become of crucial importance to the Government of Saudi Arabia in the context of the national quest for economic and social development. The regional diveristy in terms of development progress, the imprecise  definition of the country’s level of poverty and the lack of a national rural development strategy, have raised the necessity of undertaking new reforms.  

The major objective of this project is to provide technical and advisory support to the Ministry of Municipal and Rural Affairs (MOMRA) to formulate a National Rural Development Strategy, which will seek to raise the level and efficiency of municipal services delivery to the rural areas and settlements.

The present project intends to produce a comprehensive strategy for the development of rural areas in Saudi Arabia. Public institutions at national and regional levels should improve their capacities of responding to the needs of citizens in quality and effectiveness of services. The rural strategy that MOMRA intends to conceive with the help and support of UNDP seeks to design and test a model for municipality services to rural areas, halt the present rates of rural-to-urban migration, identify and target with policies and programmes the segment of the poor population and develop the institutional capacity to deliver services on a timely and cost-efficient basis.

UNDP’s attempt is to survey and analyze rural concerns and aspirations in order to discuss all the findings in a series of workshops and seminars with a view to develop programmes able to address those issues. Furthermore, the project intends to strengthen the capacities of all the stakeholders involved in the development plan, since their role will be crucial throughout the formulation, implementation, monitoring and evaluation phase.

Project outcomes

To enhance public institutions at the national and regional levels to be more capable of responding to citizens needs in quality and effectiveness of services.

Expected Outputs:

Present levels of municipality services provided to rural areas defined, a model for the local municipality organization throughout the Kingdom built and tested, Institutional capacity developed to deliver services on a timely and cost-efficient basis, project implementation monitored and evaluated for replication.

Achievements

The project’s achievements included developing the National Rural Development Strategy, which was approved by the government and formulating work plans for implementing the National Rural Development Strategy. Additionally, the UNDP organized workshops where rural concerns were discussed and analyzed and strengthened the capacities of stakeholders, as they will play a crucial role in the implementation and monitoring phases.
